Prime Minister outlines Canada’s COVID-19 response
COVID-19 is a rapidly evolving global challenge. The Government of Canada is working closely with local, provincial, territorial, and international partners to minimize its health, economic, and social impacts in Canada and around the world. We have worked closely with Canada’s trained public health and medical professionals to put in place the plans, infrastructure, and resources needed to protect the health and safety of all Canadians.
The Prime Minister, Justin Trudeau, today outlined Canada’s whole-of-government response to COVID-19, by establishing a more than $1 billion COVID-19 Response Fund. This comprehensive approach includes measures already underway to respond to the outbreak, as well as new investments to limit the spread of the virus in Canada and prepare for its possible broader impacts on our people, our economy, and our small businesses.
In addition to continuing our work to ensure a coordinated response across the country, the Government of Canada is proposing new investments to respond in Canada and around the world. These investments will include actions to:
Help Canadians make informed decisions and take action to protect their health and their communities by providing $50 million to support the Public Health Agency of Canada’s COVID-19 communications and public education efforts.
Further support public health preparedness by providing $500 million to provinces and territories for critical health care system needs and to support mitigation efforts as needed. This could include help to support with access to testing, acquisition of equipment, and to enhance surveillance and monitoring. Financial considerations should not and will not be an obstacle to hospitals and health systems making the necessary preparations.
Provide support to workers in quarantine or who have been directed to self-isolate who will claim Employment Insurance (EI) sickness benefits by waiving the mandatory one-week waiting period so they can be paid for the first week of their claim. We are exploring additional measures to support other affected Canadians, including income support for those who are not eligible for EI sickness benefits.
Introduce enhancements to the Work-Sharing program to help support employers and their workers who are experiencing a downturn in business due to COVID-19. Work-sharing helps keep workers employed and able to receive income support even as their hours of work may be reduced. These enhancements will double the length of time that employers and workers are eligible to use work-share from 38 to 76 weeks, and streamline processes so help can be accessed as soon as possible.
Support federal public health measures such as enhanced surveillance, increased testing at the National Microbiology Laboratory, and ongoing support for preparedness in First Nations and Inuit communities, by providing $100 million. This is in addition to an initial $50 million that was provided to support the immediate public health response.
Enhance Canada’s capacity in research and development, including research on medical countermeasures, including antivirals, vaccine development and support for clinical trials, by providing $275 million in additional funding building on top of the recent $27 million announcement to fund coronavirus research in Canada.
Ensure adequate supplies of personal protective equipment like surgical masks, face shields, and isolation gowns by providing $50 million to the Public Health Agency of Canada to support purchases for provinces and territories, as well as to address federal needs.
Address the worldwide outbreak and help more vulnerable countries prepare for and respond to the virus by contributing an additional $50 million to support the efforts of the World Health Organization and other partners.
To support businesses should the economy experience tightening credit conditions, the Government will act swiftly to stimulate the economy by strengthening investment in federal lending agencies such as the Business Development Bank of Canada and Export Development Canada. This partnership between Canada’s financial Crown corporations and private sector financial institutions, in response to credit conditions during the 2008-2009 financial crisis, provided $11 billion of additional credit support to 10,000 firms. In addition, flexible arrangements could be made for businesses trying to meet payment obligations to the Canada Revenue Agency. Through these and other measures, the Government of Canada will continue to protect the health and safety of all Canadians, ensure economic resilience, and contribute to the international response to COVID-19.

Doug Ford Premier Ontario has declared the state of emergency amid COVID-19 pandemic
"I've declared a state of emergency in the province of Ontario," Ford said at Queen's Park on Tuesday.
"This is a decision not made lightly. COVID-19 constitutes a danger of major proportions. We've taken this measure because we must offer our full support in every power possible to help our health care sector fight the spread of COVID-19."
Ford made the announcement alongside Health Minister Christine Elliott, Finance Minister Rod Phillips and Ontario Solicitor General Sylvia Jones.
Ford says the order bans public events of over 50 people, including parades, events and services within places of worship until March 31.
Effective immediately, the province has ordered the closure of all facilities providing indoor recreation programs, all public libraries, all private schools, all licensed childcare centres, all theatres, cinemas and concert venues, and all bars and restaurants except to provide takeout food and delivery.
Ford says this is not a provincial shut down and the majority of businesses won't be affected by the order. Essential services such as grocery stores will continue to operate.
"The vast majority of businesses, including those most vital to day-to-day life, will not be affected by this order. Essential services and needs will be available," Ford said.

Bonnie Crombie, Mayor of Mississauga, Ontario, Canada said in her message that given the rise of cases of COVID-19 here at home and around the world, we are taking pro-active measures as a City to ensure the health and safety of our residents. Closing all City recreation, library and culture facilities to the public for three weeks is the right decision and is aligned with measures being taken in public schools and in other jurisdictions. I understand the impact the cancellation of March Break programs will have on families. We will continue to provide updates to residents as they become available. We ask for your patience and understanding. I’d like to thank City leadership, Council, Peel Public Health, our first responders and health care providers for their leadership during this trying time. Together, we will rise to the challenge as a City, a province and a nation to overcome this.”
Mayor Bonnie Crombie has declared a State of Emergency in the City of Mississauga in consultation with Mississauga City Council and the Office of Emergency Management. The declaration supports the Province of Ontario’s and Region of Peel’s efforts to contain the spread of the COVID-19.
Declaring an emergency under s 7.0.1 (1) of the Emergency Management and Civil Protection Act provides the City of Mississauga with options to protect the health and safety of individuals and families living in Mississauga.
“Declaring an emergency will help us act quickly to manage the impacts of COVID-19 on our residents and business during this evolving situation,” said Mayor Bonnie Crombie. “The health and well-being of our residents and employees is our priority. We are looking at the long-term impacts of this pandemic. Declaring an emergency along with the Region of Peel and the Province of Ontario will give us the flexibility we need as a municipality to manage the situation. We must be ready to act when needed and we must send a signal to all residents that this is an unprecedented situation that they must take seriously.”
An “Emergency” is a situation or an impending situation that constitutes a danger of major proportions that could result in serious harm to persons or substantial damage to property and that is caused by the forces of nature, a disease or other health risk, an accident or an act whether intentional or otherwise. (Emergency Management and Civil Protection Act, R.S.O. 1990,c.E.9)
COVID-19: Reliable Scientific Knowledge Amid Uncertain and Complex Information
The outbreak of Noval Corona Virus-2019 (nCoV-19) has posed potential threat all over the world. The clinicians, epidemiologists and health professionals are constantly working to control the illness, transmission and related complications of Coronavirus Disease 2019 (COVID-19). Although, the COVID-19 has successfully been control in some countries including China, Korea, but, it’s rapid transmission and record outbreak has given many surprises. Thus, during current challenging situation posed by COVID-19, we have to work and support the infected patients, health authorities, infection control practitioners and regulatory bodies. That will obviously help to defeat successfully the nCoV-19 and COVID-19.
Additionally, in such challenging situation the clinicians and researchers potentially need more recent, authentic and relevant scientific data and/ or knowledge. So, they should design more standard and rational therapy for patient in their particular clinical setting. Moreover, the patient counseling, drug information, biosafety and targeted drug delivery can be used to combat the COVID-19. Thus, our goal is to offer more reliable resources to help the clinicians, epidemiologists and medical staff to handle the COVID-19 in more scientific and professional manner.

Canada’s COVID-19 Response Support for Canadians
House of Commons Ottawa, ON K1A 0A6 Phone: 613-943-1762 Fax: 613-943-1768
Over the last week, we’ve seen significant changes in what COVID-19 means for our community. Right now, the priority for our Government is to ensure that community members have support – for their jobs, homes, and businesses. Last week, the Prime Minister announced an $82 billion plan to support Canadians.
Waiving the one-week waiting period for those individuals in imposed quarantine that can claim EI sickness benefits as well as waiving the requirement for a medical certificate to access EI sickness benefits. These measures have been in effect since March 15, 2020
Workers who must stop working due to COVID19 and do not have access to paid leave or other income support.
Workers who are sick, quarantined, or taking care of someone who is sick with COVID-19.
Wage earners and self-employed individuals, including contract workers, who do not otherwise be eligible for Employment Insurance.
Canadians who are already receiving EI regular and sickness benefits as of today would continue to receive their benefits and should not apply to the Canada Emergency Response Benefit (CERB). If their EI benefits end before October 3, 2020, they could apply for the CERB once their EI benefits cease, if they are unable to return to work due to COVID-19.
The Canada Emergency Response Benefit will be accessible through a secure web portal starting in early April. Applicants will also be able to apply via an automated telephone line or via a toll-free number. Information about the application process will be made available in the coming days.
The Government is proposing a one-time special payment by early May 2020 through the Goods and Services Tax Credit for low and modest income families to provide additional financial support
Six-month interest free moratorium on repaying Canadian Student Loans for those in process of re-paying these loans. Reducing required minimum withdrawal from Registered Retirement Incomes by 25% for 2020
Supporting the Reaching Home Initiative, by introducing $157 million to support people experiencing homelessness during the COVID-19 outbreak. Providing $50 million to women’s shelters and sexual assault centres to help with their capacity to manage or prevent outbreaks in their facilities

Iqra Khalid
Member of Parliament for Mississauga—Erin Mills
Dear friends,
As we finish Sikh Heritage month in April, we welcome the month of May and the start of Asian Heritage Month and Jewish Heritage Month in Canada. Though times are tough, it is important that we come together. Canada's strength comes from our diversity, and in times of hardship we must come work together to find our way. Throughout the month I invite you to join me in celebrating the contributions that Jewish Canadians and Canadians of Asian descent have made to the fabric of Canada.
I am so proud of those in the Mississauga-Erin Mills community who are supporting one another in the face of the COVID-19 pandemic. I can tell you that our commitment to physical distancing is making a positive difference and we must keep going at this pace. As we begin working to develop guiding practices to gradually reopen our economy, our government will continue listening and responding to the needs of Canadians with programs to help you.
With the University of Toronto Mississauga campus in our riding, we have a lot of students residing in Mississauga-Erin Mills. Students and recent graduates are facing challenges in the face of COVID-19 as they look for opportunities to start their careers. Today, I am happy to share that our government is moving forward with a new $9 billion plan targeted to help students and recent graduates.
These measures include expanded grants programs, a monthly Canada Emergency Student Benefit, a new benefit for students who volunteer in their communities this summer, and creating more opportunities through the Canada Summer Jobs. I encourage you to take a look and share with students you know!
Starting Monday, we will be working with all parties in the House of Commons to pass the necessary legislation to deliver these programs to you. I’m looking forward to sharing more details on these programs with you as we proceed.
I am happy to keep you updated with information on current and upcoming programs as they are announced. As always, my office and I are here to help with any questions or feedback you may have.
Stay home, stay safe, and stay healthy,
Iqra Khalid Member of Parliament, Mississauga-Erin Mills Government of Canada.
